Javier Buron Cuadrado

Urban design and city sciences

Javier Burón Cuadrado is a lawyer and public policy expert specializing in housing and urban development. Since November 2023, he has served as General Manager of NASUVINSA (Navarra de Suelo y Vivienda), the public company responsible for housing, land management, and sustainable territorial development in Navarra, Spain.

From 2015 to 2023, he was Housing Manager for the City of Barcelona, leading the city’s housing policies and programs. He previously served as Deputy Minister for Housing and Director of Planning in the Basque Government.

Javier holds a Law degree from the University of Deusto, with a specialization in Legal-Economics, a Master’s in Tax Advisory from the same institution, and a Master’s in Business Administration from the University of the Basque Country.

He has collaborated with organizations such as AVS, GHS, Housing Europe, ENHR, and Eurocities, where he was Vice-President of the Housing Working Group. His career reflects a strong commitment to public housing, social inclusion, and sustainable urban development.
